Governments are infamous for using propaganda maps in order to influence the ways people think. In this instance, the point is to persuade those who argue they are expansionist, radical, and aggressive that it would be impossible with so many powerful arab nations surrounding them. In fact, I believe this propaganda map also attempts to elicit support by portraying them as the underdog. This map emphasizes a threat to Israel by showing how small and "helpless" it is.
